Favio is a graduate of the Autonomous University of Baja California, where he earned a Master’s degree in Global Development Studies with a focus on War and Peace Studies. His interests include geopolitics, socioeconomic development policy, and environmental governance. Previously, he worked at the Consulate General of Mexico in San Diego and with local policy councils in Tijuana.
Favio focuses on the climate, ocean resource sustainability, and national security dimensions of the undersea domain in Pacific Latin America with particular attention to Mexico, Colombia, Peru, and Chile. His analysis applies a social strategy framework to map the stakeholder landscape across state, market, and civil-society actors in each country, asking how seabed sovereignty can be built in ways that support critical mineral resilience without sacrificing public trust, environmental legitimacy, or regional cooperation.
