Josh is a mid-career U.S. Navy officer with operational experience leading complex aviation and maritime missions, and expertise in risk analysis and executive-level strategic advising. He is completing a Master of Public Policy with concentrations in Peace and Security at UC San Diego’s School of Global Policy and Strategy.
Josh focuses on the economic and national security dimensions of the undersea domain in the Indo-Pacific, specifically deep seabed mining, undersea cable infrastructure, international regulatory regimes, and the dual-use potential of maritime awareness technologies. His work integrates quantitative analysis, United Nations Convention on the Law of the Sea (UNCLOS) governance, and great power competition strategy to develop a rigorous strategic assessment of where the United States currently stands, and what a viable undersea strategy requires.
